Shri K.K. Mitra briefed the Committee regarding his discussions with Shri K.C. Verma, Secretary, Security, regarding 6th Pay Commission’s recommendations. He was informed that the Committee of Secretaries examining the recommendations of the Pay Commission have taken note of the dismay of the IPS officers regarding some of the unfair recommendations of the Commission and some corrective steps are likely to be taken.

During discussions Shri G.C. Saxena emphasized that there are strong reasons to demand special ‘police service pay’ for policemen up to the level of DIGs in view of the arduous nature of their duties and hazards to which they are constantly exposed. Some members suggested that some senior most retired police officers commanding high credibility and respect should to write the Prime Minister explaining police point of view regarding pay revision. Shri Saxena was also of the view that the Association should take up studies of subjects like legal and procedural constraints faced by law enforcement agencies in combating insurgency/terrorism and changes/amendment of laws that are necessary to enable the security forces to function efficiently. He felt our recommendations should be grounded on practical experience. The feasibility and practicability of such recommendations have to be borne in mind. Another subject suggested by him, and other members, was police-media relationship and the need for training the police officers to properly interact with the media.

It was decided to communicate to all the members of the Association, the names of new office bearers.

The suggestion to induct in ARSIPSO, some senior retired police officers staying outside Delhi as honorary members on a selective basis was accepted.

It was decided to activate the website of the ARSIPSO and make it more functional and vibrant. It was resolved that Shri S. Banerjee will be entrusted with this responsibility.

It was decided that existing bank account of the Association with ICICI Bank, Vasant Vihar will be closed and a new account with the State Bank of India, Madhuban, Delhi will be opened
