Re: Notice for Special General Body Meeting of IPS (C) Association

A meeting of the IPS Association, Uttarakhand Chapter was held on 17 June 2008. The following resolution was passed unanimously:
It has been brought to the notice of IPS Association Uttarakhand Chapter that Shri Abhinav Kumar has been served upon a Show Cause Notice by Govt. of Uttarakhand at the instance of DOPT, Govt. of India, for writing articles in 'Indian Express' on 27th March, 2008 "The Other Caste System" and on 23 rd April, 2008 "By the IAS for the IAS" This issue was discussed by the Executive Committee and by the members of IPS Association Uttarakhand Chapter on 17th June, 2008.
The Association unanimously passed the following resolutions:
1. The Association holds the view that the articles under reference written by Shri Abhinav Kumar are analytical in nature and do not constitute an infringement of the Conduct Rules. Further, that they have been misinterpreted and facts have been quoted out of context to prepare a ground to serving a Show Cause Notice upon Shri Abhinav Kumar.
2. The Association requests the Government of Uttarakhand to review the matter and withdraw the Show Cause Notice under reference.**
3. The Association has already written a letter to Cenral IPS Association to take up this matter with M.H.A. and D.O.P.T. The Association again urges the Central IPS Association to pursue the matter with the Government of India.**
4. It was further resolved that a delegation of the IPS Association will meet the DGP and Chief Secretary, Uttarakhand to request them to intervene in the matter.**
5. The Association expressed its gratitude to the several state IPS Associations who have passed resolutions in support of Shri Abhinav Kumar. The Central IPS Association has, likewise, scheduled a meeting of the Association in New Delhi in the first week of July'08, to discuss, among other issues, the matter pertaining to Shri Abhinav Kumar for which the Uttarakhand Association expresses its gratitude.** This is for information of TopCop.
